Abstract
Empirical evidence suggests that to date overseas development aid (ODA) for agricultural research has favoured ad hoc project-by-project technology generation at the expense of the more sustainable and impact-generating research institution development. A joint FAO/SPAAR study proposes to evaluate the extent of institutional impact of ODA investments in agricultural research in developing countries, with a view to sensitizing stakeholders to a better balance between short-term production impact and the longer term sustainable institutional capacity development.
Funds from this activity will be used for case studies in Mali, Ghana, Senegal, and Cameroon to provide an appropriate contribution from West Africa towards this global activity that will involve 12 other countries from sub-Saharan Africa, West Asia/North Africa, Asia and the Pacific, and Latin America and the Caribbean.
