What is the Capacity Building in Resource Mobilization Project?

Capacity Building in Resource Mobilization (CBRM) works towards financial sustainability of IDRC research partners. It also plays a catalytic role in sharpening an organization’s programmatic focus and communication strategy. These elements serve to strengthen institutions and contribute to the ability and creativity of people to extend project reach, promote the uptake of research results, and influence policy. In tandem with other IDRC capacity building support, this project attempts to enhance momentum by providing training workshops and advisory services to IDRC research partners to strengthen capacity with resource mobilization.  More

CBRM in the MENA region
 
IDRC’s Regional Office for the Middle East and North Africa (MERO) has an established network of research partners in Lebanon, Jordan, Palestine, Egypt, Algeria and Morocco that are mainly universities and research institutes with only a few NGOs (for the time being). Members of this network have been supported by IDRC, among other organizations, to undertake various research initiatives, however, the capacity of those partners to mobilize resources to finance their research initiative varies. 
 
Hence, MERO conducted a CBRM Needs Assessment with its current research partners as provided by the POs of the three Program Areas that are operational in MENA. The assessment examined, to varying degrees, the capabilities of three categories of organizations to mobilize resources.  Looking at each category alone was meant to examine the different RM profiles and legal constraints to certain RM techniques, if any.  However, the three groups – NGOs/Think Tanks, Universities, and National Institutes – differ in their talents and mobilization profiles, but similarly all lack the RM skills and, therefore, require assistance in the form of workshops and ongoing technical support, as revealed by the evaluation of completed questionnaires.
 
Based on the information from the Needs Assessment, a CBRM Strategy for the MENA region was developed that has the following objectives:
  • Improve the resource mobilization capacity and skills of research partner organizations in general, and this includes:
    • Capacitate NGOs to identify sources of funds and effectively mobilize them.
    • Help Universities in developing their RM strategies.
    • Assist the RM dedicated staff in National Institutions in developing effective RM strategies.
  • Build a pool of RM consultants in the MENA region. 
  • Capitalize on lessons learned and exchange knowledge and experiences.

  • Training of Trainers Workshop (Cairo, Egypt in March 2007)
  • Advisory Service on Resource Mobilization for Alexandria University, Egypt
  • CBRM Training Workshop (Amman, Jordan in May 2008)
