Publié tous les deux ans, cet ouvrage se veut un guide exhaustif de l’état de la pratique et des tendances marquantes des technologies de l’information et de la communication au service du développement (TIC-D) dans la région Asie Pacifique. Cette troisième édition (2007–2008) porte sur 31 pays et économies nationales, y compris, pour la première fois, la Corée du Nord. Chaque chapitre consacré à un pays expose les principales politiques en matière de TIC ainsi que les applications et les initiatives propices au développement national. En outre, cinq chapitres thématiques présentent une synthèse de quelques-uns des enjeux clés des TIC D dans la région, notamment en ce qui concerne les technologies mobiles et sans fil, la communication des risques, les régimes de propriété intellectuelle et la localisation. Les auteurs, d’horizons très divers – gouvernement, milieu universitaire, industrie et société civile –, ouvrent une vaste perspective sur l’utilisation des TIC pour le développement humain.
