Edición español: FLACSO Ecuador La investigación que presenta este libro está concebida para fomentar la discusión acerca de las políticas y acciones que es imprescindible promover si se desea crear una cultura de la Internet en América Latina y en el Caribe, fundamentada en los principios de igualdad social y cultural. Este libro contiene investigación pionera destinada a mostrar, desde una perspectiva cualitativa y etnográfica, cómo las nuevas tecnologías de información y comunicaciones, de la manera en que se aplican al sistema escolar y a las iniciativas gubernamentales de la localidad, se limitan a un mera reproducción de los enfoques pedagógicos tradicionales y de las formas dominantes por las cuales se ejerce el poder a nivel local. En este sentido, los estudios constituyen un punto de partida para una reflexión más profunda acerca de la necesidad de fomentar una cultura Internet que se cimiente sobre la aplicación social de un “derecho a la comunicación y a la cultura” y a un “derecho al Internet”, que permitan establecer una verdadera participación ciudadana y acceso gratuito al conocimiento, respetando los derechos personales e individuales, como el derecho a la privacidad y a la intimidad.
