Philip English is an independant consultant based in Washington,DC, USA. He was formely the Director of the Economic and Technology Policy Program at IDRC.

Georges Hénault teaches in the Faculty of Administration and is Director of the Institute for International Development and Co-operation at the University of Ottawa, Canada.
