THE AUTHORS

Stephen C. Lonergan is an associate professor of geography at the University of Victoria, British Columbia, Canada, and director of the University's Centre for Sustainable Regional Development. He is chair ofthe Environmental Security Panel, Canadian Global Change Program.

David B. Brooks is director of the Environment Program, Environment and Natural Resources Division, IDRC, Ottawa, Canada, and a director of the Ontario Hydro Corporation.
