Abstract

This contribution from the Peacebuilding Programme of Canada's Department of Foreign Affairs and International Trade (DFAIT) will provide support for "Track II" dialogue between influential Palestinian and Israeli interlocutors on refugee issues. The grant will support two or three meetings of a select group of Israeli and Palestinian participants, chaired by Canadian and British moderators, and spread out over the year. The specific objectives of the activity are: to build the capacity of the Palestinians to sustain future "permanent status" negotiations on refugees; to foster closer links between Palestinian and Israeli participants in the formal peace process; to generate new ideas and potential compromise positions on the refugee issue; to share these ideas with relevant decision-makers; and to consolidate collaboration within a core group and support its role as a resource for broader public outreach. The expected output is a final consensus document on refugee issues and a range of policy options, as well as a number of new dialogue initiatives.
