Abstract

Over the past few years, water resources in Swaziland have been subject to increasing demand as a result of growing population and development. These pressures are exacerbated by the fact that water resources in Swaziland are shared by other countries, namely South Africa and Mozambique. Within the country, a wide variety of government bodies are responsible for different water-related functions and legislation is outdated. Government departments responsible for water are understaffed and require technical assistance to fulfill their functions. Swaziland is now engaged in a process to put in place new legislation to strengthen the water sector. This process includes stakeholder consultations to review proposals for water sector development as part of wider activities supported by the United Nations Development Programme (UNDP). This grant will contribute to five stakeholder workshops on the following issues, respectively: proposals for a new water sector institutional structure; a proposed capacity building program; development of policy principles and criteria; planning guidelines; and policy principles for water management in primary sectors.
