Abstract

Since March 2005, over 120 states, numerous multilateral development organizations and several civil society networks have endorsed the Paris Declaration on Aid Effectiveness. The Declaration is an attempt to align international aid with host country priorities, coordinate donor efforts and monitor the effectiveness of aid on the ground. National ownership, partnership and joint responsibility are core principles of the Declaration. However, there has been little independent research on how to implement the Declaration, and limited dialogue on what is to be done to democratize national ownership of development processes within the countries involved. This project constitutes the preparatory phase of a larger project to study and influence the dynamics of development cooperation in fragile states. Specifically, the grant will allow research institutions in four fragile states (Afghanistan, Burundi, Haiti and the Occupied Palestinian Territory) to build a common research agenda (common from a conceptual and methodological standpoint), operational plans and resource sharing arrangements, and produce a full project proposal for funding consideration in the spring of 2010.
