Abstract

The looming tobacco epidemic and its potential for thwarting the development process has prompted most governments in sub-Saharan Africa to ratify the World Health Organization's Framework Convention on Tobacco Control (WHO-FCTC). Ratifying countries must develop and implement a national tobacco control action plan and report on their progress to the FCTC Conference of the Parties. Africa Tobacco Situational Analyses (ATSA) is an initiative supported by IDRC and the Bill and Melinda Gates Foundation. To date, ATSA country teams have carried out baseline assessments, convened stakeholder meetings and identified priorities. However, they lack the necessary resources to track and report on their progress. This grant will allow each of the four countries under study (Burkina Faso, Ghana, Malawi and Tanzania) to evaluate the implementation of one tobacco control policy identified by their respective country teams.
