Abstract

Many people in Burkina Faso are excluded from health services due to lack of financial means. However, ideas on how to give the poorest access to health services are very limited. This project will test a health care financing innovation that would exempt the poor from payment for primary health care services. The project will be carried out in coordination with local communities and with endogenous funds. Researchers will examine the feasibility, efficacy and sustainability of the intervention by means of case studies in 10 health centres in the same district. The results will be fed back to the communities via workshops, and a final evaluation will be carried out with all stakeholders. Based on the results of the evaluation, a guide to implementing the exemption will be produced, translated into the four national languages and distributed throughout the country.
