Abstract

In 1994, heads of member states of the Comité permanent inter-États de lutte contre la sécheresse au Sahel (CILSS), in cooperation with the executive secretary, gave the minister responsible for coordination the responsibility of looking into the possibility of establishing a special fund. The main objective of the special fund is to enable the CILSS to provide sustainable financial resources to fulfill its mandate by implementing a flexible and efficient funding mechanism. The fund will draw on resources from member states, development partners, and civil society, particularly the private sector, non-governmental organizations (NGOs), foundations, the philanthropic world, etc.

IDRC is supporting the study on implementing the CILSS special fund, since its added value lies mainly in the sustainability of acquired resources. Once the fund has been established, the CILSS would avoid the financial risks associated with the annual contributions of member states. The implementation of this fund would also expand the base of contributions to the CILSS by appealing to the private sector and civil society, which would actively participate in the committee. The CILSS must submit to the IDRC at least two copies of the final document on the implementation of the special fund.
