Canadian policymakers face immense challenges. They are asked to solve – or at least manage – a multitude of interconnected problems that can develop into crises without warning; they are required to guide Canadians through an increasingly turbulent reality that is, in key respects, literally incomprehensible; they are buffeted on all sides by bolder and more powerful special interests that challenge every innovative policy idea; they are submerged in information, much of it unhelpful and distracting; and they are forced to make decisions increasingly quickly. Building on his award-winning book, The Ingenuity Gap, Thomas Homer-Dixon will explain why human interaction has become so fast and complex, and will describe the consequences this has on public policy. Based on recent research on complex systems, he will explain how and why complexity arises, and will offer some guidelines and suggestions for policymaking. Dr Homer-Dixon is Director of the Centre for the Study of Peace and Conflict at the University of Toronto and Associate Professor in the Department of Political Science, University of Toronto.
