Region: Asia Start Date: November 6, 2008 Context: Why is this project important? This RSP supports the Gender Study and the Policy Influence Evaluations. The Gender Evaluation is a formative evaluation based on an analysis of the PAN gender strategy. PAN’s gender strategy recognizes that as with other domains of development research and practice (i.e., agriculture, natural resource management, community development, etc.) it is no longer acceptable to focus on the viability of ICT technologies or policies without considering the social relations that will mediate or restrict access, decision-making, use, rights, costs, etc. of these technologies and policies amongst a socially differentiated target community or group. The evaluation focuses on learning more about the behaviours of PAN program staff in terms of supporting appropriate gender analysis in PAN projects and in supporting gender transformative research. Getting research findings into the hands of policy-makers, practitioners, universities and civil society groups in Asia is a key driving force behind PAN's mission. Policy is one of the three key themes in the PAN Prospectus. While all PAN projects are expected to address policy issues, the thematic area focuses on key ICT4D-specific policies particularly as these relate to telecom regulatory policy. LIRNEasia has been a recipient of PAN funding since 2004. Their research has focused on telecom regulatory policy in Asia. Within the portfolio of PAN projects, LIRNEasia has been remarkable in their achievements vis-à-vis policy reform. The Policy Influence evaluation is a case study of LIRNEasia's experiences in using research to influence policy. The case study will examine the LIRNEasia experience and strategies from their perspectives and through the lens of the conceptual framework of the IDRC Policy Influence Evaluation. What are the expected outcomes of this project? - improved knowledge and capacity of PAN team members to support gender integration in all PAN-supported research - deeper understanding of the relationship between research and policy and of good practices for communicating research for influence and change Objectives: To strengthen gender analysis and communicating for influence and change in all PAN-supported projects by building capacities and knowledge for critical and strategic thinking on gender and policy influence amongst the PAN team and PAN partners. - To design and implement a participatory, formative evaluation focused on the PAN team's instruments and practices for gender integration in PAN-supported research. - To design and implement a formative evaluation on policy influence focused on a case study of the LIRNEasia project. |
