Context: Why is this project important?
The Global Knowledge Conference (GK3), held in Kuala Lumpur, Malaysia, from December 11-13, 2007, is a global conference designed to engage participants in dialogue on how the threads of emerging people, emerging markets and emerging technologies are entwining in the current and future information societies. Approximately 130 IDRC-supported research partners attended GK3 to share knowledge and network with other researchers, visionaries, policy-makers and donors involved in Information and Communication Technologies for Development (ICT4D) and Knowledge for Development (K4D). IDRC's partners represented a broad spectrum of backgrounds - including health, education, access to knowledge and intellectual property rights, governance, innovative access technologies, and telecommunications regulation.
 
Taking advantage of this unique opportunity which brought together global and multidisciplinary ICT4D and K4D practitioners, this project supported IDRC partners to take part in a series of capacity development, knowledge-sharing, training and networking activities before and during GK3. The supported activities included a workshop on Utilization Focused Evaluation, a Telecentre Leaders' Forum, and panels on, among other issues, telecom policy reform, ehealth, and gender and the information society.
 
Project: What are the expected outcomes of this project?
IDRC's partners to develop skills in evaluation, learn from and share with other IDRC partners and the GK3 audience, and help build possible relationships with other strategic and donor partners.
 
Objectives:
Project General Objective
The general objective of this project was to support knowledge-sharing, networking and training for IDRC's partners attending "Global Knowledge Conference III", providing opportunities for sustained dialogue, learning and partnership-building across regions and disciplines.
- To support an evaluation training workshop that will build a broad understanding of different approaches to "utilization-focused"
  evaluation of ICT4D projects and develop long-term dialogue around evaluation design and project development; and
 
- To catalyse relationships and build capacity that extends beyond the  conference, contributing to further research projects for and by
  IDRC partners.

Development Impact
With regard to the projects relationship to ICT4D objectives, the activities supported at GK3 bring together various partners from ICT4D regional programs together to share insights on common issues. Moreover, it could be expected that through capacity building in issues related to evaluation, localisation and other ICT4D topics, IDRC partners would be capable of scaling their understanding of their underst
