Job Overview
At the Quebec City Summit of the Americas in April 2001, leaders recognized the importance of promoting information and communication technology to improve social and economic development and committed themselves to narrowing the digital divide. The Institute for Connectivity in the Americas (ICA) plays a unique and important role in Latin America and the Caribbean by bringing together stakeholders from different sectors to implement strategic networks and scaled up innovative technology initiatives. The Program Officer, working under the guidance of the Team Leader, develops, monitors, manages, and evaluates a portfolio of small research projects; analyzes or commissions analyses of funded projects to identify and document lessons learnt; leads the development and management of ICA communication strategy including documentation and active dissemination of program outputs; directly supports ICAs partnerships; and assists senior team members with the range of tasks associated with the project portfolio.
Candidate Profile
Education
PhD or a Masters with equivalent work experience and record of research and publication in a discipline relevant to communications, sociology, economics, political science, international relations
Experience
This position requires one to three years of relevant work experience, which includes:conducting and managing research building and maintaining partner relationships reviewing and assessing proposals working in developing regions technology research or related issues is an asset
Language
A superior knowledge of English is essential for this position Fluency in Spanish is essential.
Knowledge
A solid knowledge and understanding of emerging key development trends and priorities, and institutions in the field A good knowledge and understanding of information and communication technologies and their transformative role in the development process Basic knowledge of the political economy of development in Latin America and the Caribbean

Additional Information
This position requires a willingness to travel internationally, an average of 60 days per year.
