Job Overview

Research for Health Equity (RHE) is the home base for three programs sharing a common overarching concern for policies, research, and systems oriented to increasing equity in health: Governance, Equity and Health (GEH), Research for International Tobacco Control (RITC) and the Secretariat of the interagency Global Health Research Initiative (GHRI).
 
The Research for International Tobacco Control (RITC) Program works to create a strong research, funding and knowledge base for the development of effective tobacco control policies and programs that will minimize the threat of tobacco production and consumption to health and human development in developing regions.  RITC addresses tobacco as a development issue and not just a smoking issue. For 2008-2010, RITC has prioritized three funding streams, each of which include knowledge production, capacity strengthening, and knowledge translation and exchange:
 
  • Core RITC themes: focus on 2 of RITC’s focus themes - Tobacco Farming (Health, livelihoods, economics, environment) and Health Systems and Policy interventions, including linkage with chronic and non-communicable disease challenges
  • Implementation and Evaluation of the Framework Convention on Tobacco Control: competitive grants and rapid response mechanism
  • Special initiatives: Africa Tobacco Situation Analyses (ATSA), in partnership with the Bill and Melinda Gates Foundation; Gender exploration

    RITC works to accomplish this mission through a combination of research, dissemination, strengthening of capacity and coordination by:  supporting research that will lead to the production, synthesis and dissemination of research data, position papers, and other information on tobacco control issues; enhancing tobacco control research capacity in order to produce credible information for local, national and international policy-making and program development; fostering linkages between Northern and Southern researchers and encouraging partnerships between research organizations, advocates and decision-makers; working to convince the donor community of the utility of supporting tobacco control research for development

    The Program Leader will guide the development of RITC’s rapidly growing and diverse program of research support.  S/he will manage the implementation of strategic directions, oversee the development and management of existing and new research projects, supervise a multidisciplinary team of professional staff in Ottawa and Dakar, actively develop and engage partners and other relevant actors in Canada and internationally, and will promote RITC’s leadership on issues of global tobacco control research and policy.



  • Candidate Profile

    Education

  • PhD or a Masters degree with equivalent work experience and a record of research and publication in a social or health sciences discipline relevant to tobacco control in developing regions  (e.g. economics, international development, political science, epidemiology, public health)


  • Experience

  • Significant relevant experience in tobacco control, health or development research, and project management in a research environment
  • Strong policy and systems approach experience
  • Experience leading and managing a multidisciplinary team including diverse cultures and expertise
  • Experience managing a budget and expenses
  • Experience working in developing regions


  • Language

  • Bilingual (English and French) position at an intermediate level

  • Knowledge

  • Knowledge of economic and social policy issues in developing regions
  • Extensive knowledge of tobacco control research and policy issues and more general understanding of global health policy issues (e.g. non communicable diseases)


  • Competencies

  • Excellent interpersonal and verbal/written communication skills
  • Leadership: a strategic thinker with the ability to develop and articulate a vision, to motivate, to build loyalty, to inspire confidence and to deliver results
  • Superior and demonstrated creativity, initiative and judgment skills

  • Ability to provide specialized advice and guidance to a full range of stakeholders in tobacco control on issues such as research design, outreach, and/or organizational development
  • Ability to develop and maintain networks of organizations and partners, including actual and potential funding agencies, grantees, and government officials
  • Ability to effectively cope with a changing environment
  • Awareness of and sensitivity to individual, gender and cultural differences


  • Additional Information

    This position requires a willingness and availability to travel within Canada and internationally, an average of 60-90 days per year.
