Job Overview

Investigating the Social and Economic Impact of Public Access to Information and Communication Technologies (ICT) is a five-year research project sponsored by the Bill & Melinda Gates Foundation and the International Development Research Centre (IDRC). Managed by the telecentre.org Program at IDRC, and in partnership with the Center for Information & Society at the University of Washington, the project seeks answers to questions on observable impacts of providing ICT through public access venues such as libraries and telecentres; the magnitude of these impacts (and how they can be measured); as well as the relationship between the costs of providing public access to ICT and its benefits in developing and emerging regions of the world.               . 

 

The Research Officer, under the guidance of the Senior Program Officer and the Program Manager of telecentre.org, will participate in monitoring the execution of the project’s overall vision and strategy; coordinate and manage day-to-day communications between the project teams around the world; assist in the review and analysis of project outputs; organize and properly disseminate the project’s research outputs; provide support for meeting and workshop planning; as well as assist in the writing and editing of project reports.



Candidate Profile

Education

Masters degree in one or more of the social sciences disciplines.

Experience

This position requires one to three years of relevant work experience, which includes:
undertaking research (both primary and secondary data research)
maintaining and straightening individual and institutional partner relationships
administering competitive grant process as asset
work experience in developing countries or in an academic institution as an asset


Language

  • Bilingual (English and French) position at an intermediate level

  • Proficiency in Spanish is an asset


    Knowledge

    Familiarity with socio-economic interventions and services offered through public access to ICT venues such as libraries and telecentres
    Strong knowledge of social science research designs (using both qualitative and quantitative approaches), particularly in ICT for development impact assessment methodologies
    Knowledge of IDRC programs, policies and operations is an asset

    Superior planning, organizing, coordinating and building rapport skills under pressure
    Strong analytical and problem-solving skills
    Ability to maintain mutually respectful relationships with a wide variety of individuals and institutions
    Ability to work under minimum supervision and be a creative-self starter and team player
    Ability to perform research-related tasks (e.g. library and web research, analysis and synthesis of documents, writing and editing) and to use a wide range of research methods (e.g. quantitative and qualitative data collection analysis)
    Ability to review and assist in managing budgets and to prepare narrative reports
    Sound MS-Office Suite (Word, Excel, PowerPoint), Internet and web-based collaboration tools (wikis, blogs, online community networking applications, etc)
    Awareness of and sensitivity to individual, gender and cultural differences
