This document proposes a five-year strategic plan for the Information and Communication Technologies for Development Program Initiative in the Americas that responds to IDRC’s Corporate Strategy and Program Framework (CSPF) 2006−2011. The forthcoming programming will strengthen on the lessons learned in previous programming cycles as well as build upon the LAC regional consultation, background papers and contributions of external reviewers and a variety of other consultative mechanisms. This process and accumulated experience indicate that, if this Program Initiative is to make a meaningful contribution in addressing some of the region’s main development challenges, it would have to concentrate its work on research initiatives that are aimed at the adoption of adequate policies and conditions for social inclusion and improved socio-economic equity. More specifically, the research agenda should be directed at applied research on ICTs that supports: (a) the creation of decent jobs and the promotion of entrepreneurship among the youth; (b) improvements in the delivery of health and education for the poor; and (c) the development of innovative mechanisms for increased citizenship participation and a good governance.
